1. No one says the court agrees to hear the case.

Everything you have received is the standard procedure. The court has not made any decisions at all.

2. No unless you have ever lived in the State of New York.

3. Simple - There are 2 things you can do:

a. Simply ignore it - Although this is not the best advice, since the court require to review the marriage in the absence of the Defendant/Respondent, if the court fails to determine that the marriage has any relationships with New York, the court will dismiss the case; or

b. Find a lawyer or do it yourself that request dismissal based on CPLR 302(b) as the court does not have jurisdiction over this case.

Based on your information, your soon-to-be ex-wife seem wanting to adjust her status in the U.S. (another real/fake marriage). I think this is the reason why the case is filed in the New York State.
